Section Executive Committee (SEC) Elections 2022

SEC elections take place every two years. This page details everything you need to know for the March 2022 election process.

SEC functions & powers How to get elected

SEC Functions & Powers

  • Consider all industrial relations issues of exclusive concern to members of the union within the section and, if appropriate, make representations to the Principal Executive Council (PEC)
  • Recruit and maintain members within the section
  • Develop and maintain appropriate and effective structures for communications within the section
  • Where authorised by the PEC, negotiate with the appropriate employer on matters of exclusive concern to members within the section
  • Formulate representations for consideration by the PEC
  • Inform all members within the section of activities undertaken on their behalf
  • Appoint health and safety representatives and ensure that health and safety representatives are appointed at all workplaces within the section

SEC roles

There will be 7 Section Executive Committees from the following LBG business areas:

Bank of Scotland Community Bank
Customer Contact
Customer Financial Assistance (CFA)
Customer Operations & Resolutions
Group Transformation
Halifax Community Bank
Insurance & Wealth

Each SEC will comprise a maximum of 7 representatives taking responsibility for one or more of the following roles to carry out its functions and powers (see below for full job descriptions):

Membership & Recruitment Lead
Secretary
Vice-Chair

The elected SEC members will decide between themselves who takes which role. If an election is favoured, this will be conducted by the lead officer at the first meeting of the newly established SEC.

Chair

Chair

Main duties and responsibilities:

  • Call meetings within the timescales set out in the model rules
  • Ensure that the committee discusses clearly, and in the necessary depth, the various issues before it, keeping members from digressing to irrelevant side issues
  • Make sure that the committee takes action on those issues which need decisions
  • Ensure that such decisions are clear and well-defined and within the Committee’s powers
  • Control the meeting to ensure that the committee gets through its business
  • Provide opportunity for all members to contribute
  • Be impartial in handling meetings
  • Conduct meetings under the recognised rules of debate i.e:
    • Keep to the agenda
    • Encourage members to address their remarks to the chair
    • Insist upon one speaker at a time
    • Do not allow one or two members to dominate discussions
    • Remember that the objective is to reach a decision
    • Be clear about decisions and votes

    Communications Lead

    Communications lead

    Main duties and responsibilities:

    • Draft communications for members/reps reporting on SEC and BAU meetings
    • Liaise with paid lead officer and/or Accord HQ to agree final versions of comms and circulation method
    • Work closely with Accord’s Communications Officer at HQ on all communications needed to support the work of the SEC

      Health & Safety Lead

      Health & Safety Lead

      Main duties and responsibilities:

      • Take all reasonably practicable steps to keep informed of the legal requirements relating to health and safety at work
      • Stay up to date with the employer’s health, safety and fire policies, procedures and guidelines
      • Identify health and safety concerns across the business section through regular liaison with Accord reps and members either directly or through the Accord Groups
      • Advise and support Accord members and reps within the Section to take forward health and safety concerns through the correct channels
      • Raise health and safety concerns at BAU meetings where appropriate
      • Consider the health and safety implications of proposals brought to BAU meetings and respond accordingly
      • Act as point of contact for all health and safety issues within the business section

        Membership & Recruitment Lead

        Membership & Recruitment Lead

        Main duties and responsibilities:

        • Actively monitor membership levels in the section in close liaison with Accord HQ
        • Regularly report to the SEC on membership levels across the section
        • Work with Accord groups and reps to maintain and grow membership in the section through planned recruitment initiatives
        • Co-ordinate recruitment initiatives across the business section and analyse and report results to SEC and HQ
        • Act as the point of contact between HQ and the SEC in respect of membership queries and initiatives across the section

          Secretary

          Main duties and responsibilities:

          • Notify committee members of date, time and venue of meetings in good time
          • Book room/venue/organise virtual meetings/calls (MS Teams)
          • Prepare the agenda in consultation with the Chair
          • Circulate the agenda, in good time, with copies of other documents which may be necessary for discussion
          • Take notes, including any action points, and circulate to committee members as soon as practically possible
          • Monitor progress of action points

            Main duties and responsibilities:

            • Carry out the duties and responsibilities of the Chair in the Chair’s absence
            • Support the activities of the Chair, including sharing responsibilities as appropriate

            Fancy taking on one of the SEC roles? Great. Here’s what you need to know / do...

              • Only reps within the specific business area covered by the SEC may stand as candidates to that SEC
              • All candidates must be fully paid up members who have been both a member of Accord and worked for LBG for not less than one year
              • You must complete a self-nomination form to let us know you're interested in being elected on to a SEC - this must be done by 5pm on Friday 25th March 2022
              • On completing the self-nomination form, you must provide the name and staff ID number of your proposer and seconder (both must be fully-paid up Accord members) 
              • If an election is needed for your SEC (i.e. there are more than 7 candidates), you'll be contacted and an election will be arranged
              • Members of the SEC will have a two-year term of office
